Tiến sĩ Huỳnh Ngọc Tài tốt nghiệp Cử nhân Sư phạm Tiếng Anh tại Trường Đại học Cần Thơ năm 2010. Ông hoàn thành chương trình Thạc sĩ ngôn ngữ học tiếng Anh và tiếp thu ngôn ngữ tại Đại học Khoa học và Công nghệ Na Uy vào năm 2013. Ông tốt nghiệp Tiến sĩ Giáo dục tại Đại học Tasmania, Úc vào năm 2022.

Tiến sĩ Huỳnh Ngọc Tài đã từng nhận các học bổng dành cho sinh viên quốc tế: Học bổng trao đổi sinh viên – Đại học Quốc gia Singapore (2008); Học bổng Chương Chính phủ Na Uy dành cho sinh viên quốc tế (2011-2013); Học bổng Nghiên cứu Nghiên cứu sinh Tiến sĩ của Trường đại học Tasmania, Úc  (2017-2021).

Lĩnh vực nghiên cứu: Văn hóa Đông Nam Á, Văn bản đa phương thức, Phương pháp giảng dạy tiếng Anh, Ký hiệu học xã hội.
